By framing man-made climate change as a major but the the dominant problem, we may have a chance to deal properly with it.
I would guess that the fact that "global warming" was not mentioned in presidential debate, had something to do with that a dominance of "global warming" would imply that the other issues in the strip would be secondary - and many people would not like to see "their problem" rated "minor". By pursuing solutions for global warming without implicitly claiming that the other issues would need less attention, takes away the limelight a bit and allows for more practical solutions.
